This technique is a creation of Shinko's making. The formula of this seal is based off of the Uzumaki Clan's ability to manipulate chakra chains. By performing the needed handseals, the Fuinjutsu formula appears originally on the caster's hand. The symbol of the seal closely resembles the Uzumaki Clan symbol. Upon contact with the target, the body is seemingly bound by chains.
From the seal comes the forumla that resemble chains wrapping around the body, stopping all movements of those bound by the seal. The strength of this seal is even enough to stop a Bijuu's movements, just as the chains would if they had a physical form.
The user of the seal can have the chains retract back into the seal or can have it stretch from the seal and quickly bind the whole body, without a single warning.
